Full Journal pdf2000-04-08 House Journal Page 2952 HB 98 The following, which was advanced to third reading from the April 7, 2000, calendar (page 2923), was read the third time: CS FOR HOUSE BILL NO. 98(HES) "An Act relating to contracts for the provision of state public assistance to certain recipients in the state; providing for regional public assistance plans and programs in the state; relating to grants for Alaska Native family assistance programs; relating to assignment of child support by Alaska Native family assistance recipients; to paternity determinations and genetic testing involving recipients of assistance under Alaska Native family assistance programs; and providing for an effective date." Representative Halcro moved and asked unanimous consent that CSHB 98(HES) be returned to second reading for the specific purpose of considering Amendment No. 2. There being no objection, it was so ordered. 2000-04-08 House Journal Page 2953 HB 98 Amendment No. 2 was offered by Representatives Halcro and Morgan: Page 13, following line 20: Insert a new subsection to read "(k) Notwithstanding (j) of this section, a person applying for assistance under this chapter in a region of the state that is served by both an Alaska Native family assistance program and a program administered directly by the department may request to receive assistance under the program administered directly by the department by applying to the department under this subsection and in accordance with regulations adopted under this subsection. The department shall approve the application if the department finds that the applicant has shown hardship or extraordinary circumstances." Page 13, line 26: Delete "in the" Insert "that includes that" Page 13, line 27: Delete "in" Insert "that includes" Page 13, line 29: Delete "who are not" Insert "covered by the program who are not already" Page 13, line 30: Delete "program" Insert "plan" Page 14, line 11: Delete "in" Insert "that includes" Representative Halcro moved and asked unanimous consent that Amendment No. 2 be adopted. There being no objection, it was so ordered. Amendment to Amendment No. 2 was offered by Representative Halcro: Under subsection (k): Delete "hardship or extraordinary circumstances" Insert "a compelling interest to use the state program" Representative Halcro moved and asked unanimous consent that Amendment to Amendment No. 2 be adopted.
